The slab gets poured on a date, the framing crew has a window, the inspectors come on the days they come, and every trade has to hit its mark or the entire project slides. Plumbing is one of the trades that touches the schedule three separate times: before the slab pour, during the rough-in, and at the end during trim-out. The plumbing scope sits between new construction and remodel: rough-in for the new section runs the same as a new build, and the connection back to the existing supply, drain, and vent system requires the same diagnostic care as a remodel. Detached workshops, guest cottages, pool houses, and outbuildings that need plumbing. Supply and drain runs from the main home or from the meter, gas line extensions where applicable, and full fixtures installed in the new structure. Permit and inspection coordination handled the same as a primary structure.
The Three Phases of New Construction Plumbing
Slab Plumbing (Phase 1)
Slab plumbing happens before the foundation is poured. Drain lines, vent stacks, sewer lines, supply lines that run through the slab, and any below-grade gas lines all go in during this phase. Once the concrete is poured, anything that’s missing or in the wrong place is enormously expensive to fix. We work from the architectural and plumbing plans, mark every fixture location precisely, install to code, pressure-test where applicable, and coordinate with the foundation crew on the pour schedule.
Top-Out (Phase 2)
Top-out is the rough-in phase. Once the framing is up but before drywall goes on, we run the supply, drain, vent, and gas lines through the walls, ceilings, and attic. Shower and tub valves get set, washing machine standpipes go in, dishwasher and refrigerator water connections are run, water heater locations are connected, and every fixture’s rough-in is positioned per the plan. Pressure tests on supply and gas, water tests on drains, and a top-out inspection by the local authority happen at the end of this phase.
Trim-Out (Phase 3)
Trim-out is the final phase, after drywall, paint, tile, flooring, and cabinetry are complete. Toilets, sinks, faucets, shower trim and handles, tub spouts, garbage disposals, dishwashers, washing machines, and water heaters all get installed and connected to the rough-in we ran during top-out. Each fixture is leak-tested. Final inspection by the local authority happens at the end of trim-out, and the plumbing system is officially complete.
Permit and Inspection Coordination
New construction plumbing requires permits and at least three inspections (slab, top-out, final) in most jurisdictions. We pull the permits, schedule the inspections, and pass on the first try. Failed inspections delay every other trade behind us, and rescheduling inspections in rural East Texas can mean a multi-day hold on the project. We don’t do that to a builder’s schedule.
Why Builders Stick With Master Plumbers Who Show Up
- Schedule Reliability
When a builder schedules a slab pour for Tuesday, the plumbing has to be ready by Tuesday morning. We hit our dates because the rest of the project depends on it. A plumber who calls the day-before to say they need another day costs the builder more than the plumbing scope was worth in the first place.
- First-Try Inspections
Failed inspections on slab or top-out create cascading delays: drywall can’t go up, framing inspections get held, and the rest of the trades pile up behind the plumbing. We work to the current Texas plumbing code on every install, and our inspection pass rate is what builders pay attention to when they decide who to call back for the next project.

Slab plumbing, top-out, and trim-out are months apart on a typical residential build, and the plumber who set the slab fixture locations needs to be the same plumber who runs the rough-in and trims out the finishes. No handoff confusion, no “the guy who did the slab isn’t here anymore,” no plan changes between phases that fall between the cracks.

What a New Construction Plumbing Scope Looks Like
A typical new construction plumbing scope follows this sequence: pre-construction plan review with the builder or owner-builder, written quote with all three phases broken out, permit pull from the local authority, slab plumbing install before foundation pour, slab inspection, top-out install during the rough-in window, top-out inspection, gap during drywall and finish trades, trim-out install of all fixtures and water heater, final inspection, and project sign-off.
Every project is performed to current Texas plumbing code by a licensed Master Plumber. The 1-year labor warranty covers install work on top of any manufacturer warranties on fixtures and materials. Coordination with other trades is part of the scope.

What's the difference between top-out and trim-out?
